Transfer of Surplus Greenhouse Gas Emission Reductions from the North Central Region for the 2018-2019 Period

On August 29, 2025, the Government issued Resolution No. 261/NQ-CP on the transfer of surplus greenhouse gas (GHG) emission reductions from the North Central Region for the 2018-2019 period. Accordingly, the transfer of this surplus amount of GHG emission reductions to the International Bank for Reconstruction and Development (IBRD) of the World Bank (WB) Group was approved, as proposed by the Ministry of Agriculture and Rural Development (MARD) (now the Ministry of Agriculture and Environment(MAE)). 

1.0 million tons of CO2 (out of a surplus of 5.91 million tons of CO2 from the North Central Region for the 2018-2019 period) will be transferred to the IBRD. Approximately 95% of this transferred volume will be returned to the MAE to contribute to Vietnam's Nationally Determined Contribution (NDC).

The transfer price and the transfer of emission reduction results shall be carried out in accordance with the Emission Reductions Payment Agreement (ERPA) for the North Central Region, signed on October 22, 2020, between the MAE (formerly known as MARD) and the IBRD.

The People's Committees of the provinces in the North Central Region, including Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, and Hue city will proactively coordinate with the MAE to implement this Resolution and implement the local ERPA in accordance with the provisions of Decree No. 107/2022/NĐ-CP.
