Promulgation of the List of Medium- and High-Risk Products and Goods under the Management of the Ministry of Industry and Trade
On 30 June 2026, the Ministry of Industry and Trade issued Circular No. 33/2026/TT-BCT on the List of products and goods classified as medium-risk and high-risk falling under the state management responsibility of the Ministry of Industry and Trade. The Circular takes effect from 01 July 2026 and replaces Circular No. 41/2023/TT-BCT
The Circular promulgates the List of medium-risk and high-risk products and goods, together with their HS codes, applicable national technical regulations and corresponding quality management requirements, as set out in the attached Appendix.
The Circular applies to entities engaged in the production and trading of, and in activities relating to the quality management of, the products and goods included in the List.
The attached Appendix does not yet provide a list of high-risk products and goods; it covers only medium-risk items. The main products under the Appendix include:
- Tissue paper and toilet paper
- Chemical and chemical-containing products, including:
- Industrial explosives and high explosives
- Industrial blasting accessories
- Industrial machinery, equipment and supplies
- Explosive precursors
The List specifies the description of each product or item, the applicable technical regulation and the corresponding quality management requirements.
The quality management of products and goods included in the List shall be carried out in accordance with the regulations on product and goods quality management and the corresponding national technical regulations.
