On 28 November 2025, the Vietnam Chemical Agency (Vinachemia) of the Ministry of Industry and Trade issued Document No. 2335/HC-VP to the Departments of Industry and Trade, announcing the pilot implementation of a system for identifying and tracing the origin of chemicals and precursors on the VNeID platform. 
 

Pursuant to Resolution No. 214/NQ-CP dated 23 July 2025 of the Government on the issuance of the Government's Action Plan to promote the creation of data for comprehensive digital transformation; and the implementation of tasks related to electronic identification to enhance state management in the field of purchasing, storing, preserving, and transporting chemicals for the period 2025 – 2026, under the project on developing applications for population data, electronic identification and authentication as stipulated in Decision No. 06/QD-TTg issued on 6 January 2022 (Project 6), the Vinachemia and the Department of Public Order Administration of the Ministry of Public Security (C06) - Ministry of Public Security have collaborated to pilot and announce the chemical and precursor identification and traceability system on the VNeID platform (VNIDCHECK system) from 16 October 2025.  

The Vinachemia requests that the Departments of Industry and Trade of provinces and centrally-affiliated cities notify and guide organisations and enterprises operating in the chemical sector within their jurisdictions to conduct trials of chemical and precursor traceability on the VNIDCHECK system of VNeID. 

The pilot programme participants include: 

- Enterprises operating in the field of chemicals and precursors under the management of the Vinachemia – Ministry of Industry and Trade. 

- Mandatory pilot programme for enterprises trading in Cyanide, N₂O, and Group 1 industrial precursors. 

Businesses must register to participate in the pilot programme by 31 December 2025 via the electronic form.
