Notice on the Update of Administrative Procedures in the Chemical Sector on the National Single Window Portal
On December 31, 2025, the Vietnam Chemicals Agency – Ministry of Industry and Trade issued Official Letter No. 2593/HC-QLHC regarding the coordination of updating administrative procedures in the chemical sector on the National Single Window Portal, addressed to the Department of Customs – Ministry of Finance. The official letter is based on a meeting between the Vietnam Chemicals Agency, the Vietnam E-commerce and Digital Economy Agency (Ministry of Industry and Trade), and the Department of Customs to agree on a plan to update procedures in the chemical sector on the National Single Window Portal.
Accordingly, while awaiting the completion of upgrades to the National Single Window Portal, starting from January 1, 2026, new procedures shall be implemented on the Ministry of Industry and Trade's centralized administrative procedure information system. Related procedures (import declarations, industrial precursor import/export licenses, various types of licenses, certificates, etc.) are centralized on the Ministry of Industry and Trade's public service portal (https://dichvucong.moit.gov.vn).
Regarding the export and import of chemicals requiring special control, businesses are permitted to use PDF licenses with electronic signatures from the Ministry of Industry and Trade to clear goods.
The Ministry of Industry and Trade's centralized administrative procedure information system mentioned above will ensure two-way data exchange between the Customs Authority and the Ministry of Industry and Trade (or local authorities).
