On January 17, 2026, the Ministry of Industry and Trade officially issued Decree No. 24/2026/ND-CP, prescribing the lists of chemicals under the management of the Vietnam Law on Chemicals 2025. This Decree takes effect from the date of its signing.

The Decree stipulates four (04) Lists of chemicals subject to management as follows:

  • Appendix I: List of basic chemicals in key chemical industry sectors.

  • Appendix II: List of chemicals subject to conditional production and trade (Conditional Chemicals).

  • Appendix III: List of chemicals subject to special control in production and trade (Special Management Chemicals).

  • Appendix IV: List of chemicals requiring a Chemical Incident Prevention and Response Plan.

Appendix I: List of basic chemicals in key chemical industry sectors

Appendix I includes basic chemicals for which the Government applies incentive measures to promote the development of the domestic chemical industry. This list specifies a total of 39 substances.

Appendix II: List of chemicals subject to conditional production and trade (Conditional Chemicals)

Appendix II consists of chemicals that require a Certificate of Eligibility for production and trade, totalling 786 substances.

For mixtures containing at least one component from this List with a concentration greater than 5% by weight, such mixtures shall be identified as conditional chemicals.

Appendix III: List of chemicals subject to special control in production and trade (Special Management Chemicals)

Appendix III lists chemicals that require a License for production, trade, import, or export. This Decree primarily regulates Industrial Precursors, substances managed under the Chemical Weapons Convention (CWC), the Rotterdam Convention, and the Stockholm Convention.

The list of chemicals under special control is categorised as follows:

  • Group 1: Group 1 Industrial Precursors (IVB), Schedule 2 Chemicals, and other chemicals.

  • Group 2: Group 2 Industrial Precursors (IVC), Schedule 3 Chemicals, and chemicals under the Rotterdam and Stockholm Conventions.

For mixtures, a mixture under special control is one containing at least one component that:

  • Belongs to Group 1 of this List with a concentration greater than 1% by weight.

  • Is a chemical under the Convention on the Prohibition of the Development, Production, Stockpiling, Use, and Destruction of Chemical Weapons, or the International Chemical Conventions in Group 2 of this List, with a concentration greater than 1% by weight.

  • Is an Industrial Precursor in Group 2 of this List with a concentration greater than 5% by weight.

  • Any mixture containing both "conditional" components and "special control" components shall be classified and regulated as a mixture under special control.

Appendix IV: List of chemicals requiring a Chemical Incident Prevention and Response Plan

Appendix IV includes chemicals for which a prevention and response plan must be developed to prevent chemical-related incidents. Table A of Appendix IV specifies 271 substances.

Additionally, a hazardous chemical mixture specified in Table B of Appendix IV, where the maximum storage volume at any given time exceeds the prescribed threshold (*), also requires a Chemical Incident Prevention and Response Plan. If the above criteria are not met, enterprises must develop Chemical Incident Prevention and Response Measures instead.

(*) Formula to determine the total ratio of the stored hazardous chemical mass over the prescribed threshold:

qx1/QUX1 + qx2/QUX2 + .......qxi/QUXi >= 1, of which

qx: The storage mass of hazardous substance x (or category of hazardous mixture) in Table A or B, Appendix IV of Decree 24/2026/ND-CP.

QUX: Maximum storage threshold at a single time as prescribed in Table A or B, Appendix IV of Decree 24/2026/ND-CP.
