On March 31, 2026, the Minister of Health (MoH) issued Circular 05/2026/TT-BYT on the List of Chemicals Prohibited from Use and the List of Hazardous Chemicals Requiring Information Disclosure in Insecticides and Disinfectants Used in Household and Medical Fields. The Circular takes effect from May 15, 2026 and replaces Circular 11/2020/TT-BYT.

This Circular guides Articles 15.4 and 31.2 of the Vietnam Law on Chemicals 2025, which was promulgated as follows:

  • Appendix I: List of prohibited chemicals in Insecticides and Disinfectants Used in Household and Medical Fields (40 substances)
  • Appendix II: List of Hazardous Chemicals Requiring Information Disclosure in Insecticides and Disinfectants Used in Household and Medical Fields (87 substances).

The list of prohibited chemicals (Appendix I) inherits the list of active ingredients prohibited for use in insecticides and disinfectants used in the household and medical fields in Appendix No. 01 of Circular 11/2020/TT-BYT, including 40 substances, with Lindane (CAS: 58-89-9) removed compared to the previous list (41 substances).

The list of hazardous chemicals requiring disclosure in insecticides and disinfectants used in the household and medical fields (Appendix II) comprises 87 substances, including 13 substances with their restricted use scopes listed in the List of Active Substances with Restricted Use Scope in Insecticides and Disinfectants Used in the Household and Medical Fields (Appendix 02 of Circular 11/2020/TT-BYT).
