Approval of pilot Greenhouse Gas Emission allowances for 2025–2026

On 9 February 2026, the Deputy Prime Minister of Viet Nam officially signed Decision No. 263/QD-TTg, approving the total pilot greenhouse gas (GHG) emission allowances for the 2025–2026 period. This marks a significant step in Viet Nam’s roadmap for implementing an allowance-based GHG emission management mechanism.

According to the Decision, the total pilot GHG emission allowances are determined for each year as follows:

  • 2025: 243,082,392 tonnes of CO₂ equivalent (tCO₂e)
  • 2026: 268,391,454 tonnes of CO₂ equivalent (tCO₂e)

The total emission quotas will be allocated to 110 major emitting facilities, including 34 thermal power plants; 25 iron and steel production facilities; 51 cement production facilities. The Ministry of Agriculture and Environment is assigned to take the lead, in coordination with the Ministry of Industry and Trade and the Ministry of Construction, in piloting the allocation of emission allowances to individual facilities for the years 2025 and 2026.

The issuance of Decision No. 263/QD-TTg is considered an important milestone, marking the official launch of GHG emission monitoring and management under an allowance-based mechanism, while laying the foundation for the establishment and development of Viet Nam’s domestic carbon market in line with the approved roadmap.
